Enciphering:
Look for the first plain text letter in column (s1). This letter is replaced by the letter in column (**) in the same row. Look for this letter in column (s2). The cipher text letter then is found in the same row in column (s3).
Deciphering:
Look for the cipher text letter in column (s3). This letter is replaced by the letter in column (s2) in the same row. Look for this letter in column (**). The plain text letter then is found in the same row in column (s1).

(3) Stepping:

For the next step s3 is increased by 1, that means the next column in block (III) is used. After column (R) column (L) is used and simultaneously s2 is increased by 1, that means the next column in block (II) is used. After column (K) column (F) is used and simultaneously s1 is increased by 1, that means the next column in block (I) is used. After column (E) column (A) is used.
